Is it OK to blame the firefighters for fire damage to my house which occurred while they were there?

When the firefighters got there only the roof/attic was burning! But about 10 minutes after they arrived Two bedrooms, the kitchen, the living room, and a bathroom were all damaged by fire! All this while the fire departement is USING A RECORD AMOUNT OF WATER! I mean I used much less last year! Why after spending all that precious water do they allow the fire to spread to the other rooms! When I asked the firefighter about this he told me "the fire was already started when I got there!" Can you believe the gall of this guy? The fire was only burning for 10 minutes when he got there and he was there for 2 hours, during that two hours much more damage occurred! When is he going to accept responsibility for all the additio fire damage that occurred after he arrived! And why all the spending, water isn't free! It makes me want to send him a teabag, seriously.
