How much would it cost to hire somebody to make an iphone app?

I want to hire someone to program and encode an iphone app for me and then i want to sell it. Where can i find a specialist to do this for me and how much would it cost? Also, would it be legal to turn around and publish it as mine and sell it? Thanks!
