It's not fixed, its quite the opposite. It's broken. I'm pretty sure Toronto can't over turn "the intent to blow the (game?) whistle" rule. This rests entirely on the ref. I'm guessing he lied about the "intent to blow" so he wouldn't have to admit he made a terrible call. Even then he only had a fraction of the second it touched his pad before going in.
